Why is it that in the majority of desktop PCs, the front USB ports aren't connected to the motherboard?

It's just an annoyance when I'm at an Internet cafe and I always have to get down on my knees and pull the PC out of the computer table just to plug in a USB drive. Almost all modern cases have USB ports in front. Why are they so seldom connected to the motherboard?
